Here is a pilot boat- the Pilot is the smartie know it all of the harbour water. When big boats or cruise ships come in- the actual person, the Pilot comes on the ship, and navigates the captain into the port. Waters in a port are usually a bit shallower, and tricky to navigate due to small spaces, other boats, and possibly big rocks and things at the bottom of the water.
